Three Ways the EPF Could Help Itself

Protecting Club Penguin can be hard but aren't there a couple big problems that the EPF should deal with?

1. Trim the budget:
While this, in one way or another, kind of bounces back on my economy of Club Penguin post, aren't there some financial problems for the secret agencies of Club Penguin?  They've had to rebuild their facility twice.  They have incredibly expense equipment.  They pay a salary each month to every single agent.  They leave the lights on 24/7.  They have a stealth specialist whose disguises must cost a pretty penny.  And they have an inventor who presumably uses their funds for his many scientific endeavors and destroys secret agent property that then has to be fixed.  While the paychecks are needed, isn't there some way to cut down on costs?

2. Better work ethic:
Sure, the EPF has good agents.  And whenever there's an assignment said agents get the job done.  But, when your two most wanted criminals are still on the loose and are still wrecking havoc, why have a laid back mentality?  Why not have your agents out on the field, searching for the aforementioned criminals every day?  Why not search for clues every day?  At least when Field Ops were still running, agents got called in once a week.  Now, just as when the PSA only sent us out on assignment once in a great while, the EPF is pretty much silent.  Hopefully the new in game missions will restore balance.

3. More suitable positions for workers:
Rookie, we appreciate you.  You've got charm.  You're funny.  But as Public Relations Officer, why are you out on the field?  Shouldn't you be behind the computer desk in a nice big office each morning writing PSA's for the newspaper and writing speeches?
