Rockhopper
First up is everyone's favorite pirate. Last year, he visited in February, August, and December. He has not appeared a single time in 2013. This, however, is not how it always was. Rockhopper used to visit on a fairly regular schedule. So what's up?
As far as Club Penguin's reasoning is concerned, I've got nothing. But, story wise it does make sense. Rockhopper explores many islands when he's away from his home so it stands to reason that after eight plus years on the sea he has to keep going further and further to find new adventures. This equals increased travel time and thus, explains his unequal schedule.

P.H.
The Puffle Handler's absence for most of the year puzzles me. She was first introduced into the meet-able mascot fray in March 2012. Since then, she has appeared at one other event - the Puffle Party in March 2013. Surely she could appear at the Anniversary Party or something! I do not like her long absenses.

Gary
We love ya, G. But, why did you come to the Prehistoric Party in January and then the Hollywood Party in February? Why does G get two appearances in two months when the aforementioned P.H. gets two times in the spotlight in twelve months? That being said, it's nice hearing from him through EPF messages on a regular basis.

Cadence
Since the launch of lyric music in Club Penguin, Cadence has become a lot more relevant. Her party attending schedule is actually pretty sound (heh, heh, get it?), though sometimes she's gone for long absences.

The Penguin Band
As with Cadence, the Penguin Band has become a lot more important since the launch of lyric music in Club Penguin. But even with that, they still don't get proper billing. They have only appeared at Music Jam's in their waddling history (not counting the My Penguin app launch parties, where two of them appeared). Last year, they only got a week of meet and greet time during Ultimate Jam construction. What's up with that? They could have appeared at the Hollywood Party or Anniversary Party.

Aunt Arctic
Aunt A. is probably the most "important" mascot on Club Penguin. After all, we hear from her almost every week in the Club Penguin Times. She also has a pretty regular meet up schedule.

Sensei
The Card Jitsu teacher is a rather interesting penguin. But, we hear from him so rarely that when he speaks, when he even appears in a picture, I feel I need to bake a party cake.
And his mascot meeting schedule isn't great either. In the first years of his public time in Club Penguin, he appeared once a year in November. But then, in November 2011, he took a brief hiatus. And, by brief I mean he reappeared in the flesh in February 2013. In other words, he needs a better schedule.

Rookie
Rookie seems to be in the clear here. He appears in the newspaper and on the island on a pretty regular schedule, though he does seem to go into hiding periodically.

Herbert
The polar bear antagonist has only appeared once, in November, last year. So, the jury is still out on whether he'll be meet-able frequently. Let's hope so.
With the new phase of the EPF, I believe we will see him pretty frequently. However, we'll have to see how long the wait is between new missions.

Rocky and CeCe
Was the appearance of the Disney Channel duo a one time thing? I haven't the foggiest of a clue.

In Closing....
One final thing I want to bring up is the unevenness of mascot quantity. Take this for thought - at the Marvel Superhero Takeover this year (and last year, for that matter), only Aunt Arctic appeared. However, during the Ultimate Jam party/preparation Cadence, Rocky, CeCe, Franky, G-Billy, Petey-K, and Stompin' Bob all appeared. A bit unbalanced, huh?
