First, a little background is needed.
Early in 2012 this thread from the Club Penguin files was found (notice it includes nonexistent levels seven and eight):

There was also some coded stuff that gave a few more tidbits:

Then another thread was found implying four more stamps were going to come (info from Trainman1405; Note the "Debug Herbert" and the unnamed "Scenario 7" levels that are not in game):
- Energy 9999 = Reach 9999 energy (hard, for members)
- Strategic Expert = Destroy 1000 enemies without upgrading (extreme, for members)
- Debug Herbert - Complete the level "Debug Herbert" (medium, for everyone)
- placeholder2 - User completes Scenario 7 (hard, for everyone)
Following this, a picture showing a Director level (believed to be an "endless" level) in place of the "Track Herbert" level was found:

But that's not all. A mistake in January 2012 lead Club Penguin to release a as of yet not released message from Rookie on non-English servers which implied that there was another level coming (see that here).
Additionally, Club Penguin once accidentally added three new stamps to the System Defender page in the Stamp Book. Two stamps were the previously mentioned "Energy 9999" (renamed as "9999 Energy") and "Strategic Expert." A third was an all new one - "Elite Mechanic." It's description read: "Upgrade all cannons in every socket." They were later removed and have never returned.

Finally, Trainman1405 uncovered some dialogue from an unreleased level (see that here).
So, there seems to be some pretty circumstantial evidence. But there's some new information that may imply that we've already seen the System Defender finale.
You see, up until recently the System Defender page in the Stamp Book did not display a third picture. That picture required sixteen stamps to unlock - two more than the fourteen that are available.

Could this mean the future System Defender levels are now in a trash can in Kelowna, Canada?
Could Club Penguin have scrapped the idea because the EPF is moving into a new phase?
Is the picture just a placeholder until the five stamps are released?
Will I ever stop typing one sentence paragraphs?
Probably not.
